31fl.oz. is 916 millilitres or .9 of a litre. That’s a lot of milk.
It’s currently being tested out only in Phoenix and Tampa, Fla., chosen because of their warm climates.
Actually, that’s kind of dumb, because digesting that much milk will warm you up quite substantially.
